NPC Spawn Issue: Zaharn's Coronet drop rate

I think it's supposed to be 100% drop from High Priest Zaharn but I killed him last night and no coronet, not sure if this is a bug or not.

Says Nilbog changed drop rate to 100% but just killed High Priest Zaharn and he didn't drop anything but some words.
