NPC Spawn Issue: Guards in East Karana are not Attacking Gorge Hounds

The gorge hounds seem to have struck an under-handed deal with the guards in East Karana, as the guards will not attack them! I have checked this with the guards at the settlement near the bridge as well as the settlement near the Gorge of Xorbb entrance. I have also tested to see if the guards will assist with other dogbeasts in EK, which they will.

All of the guards attacked gorge hounds for me. Well, every guard which had a name like "Guard_Whomever". Is there a certain npc which isn't assisting?
