spell vendor in oot?

I am looking for 16+ mage pet spells and other spells that are listed as being sold in oot. Where are these vendors?

Be careful of the wandering Cyclops on that island though... The spell vendor is in the tower in the middle of the island.

There are usually plenty of people nearby that can buy it for you if you're a dark race/too low to not aggro the cyclops, just offer them some cash.

get off the boat at sister isle. make a ~70 degreeish turn to your left. swim to the island in that direction.
