Why not just boot people from specific zones (Sebilis) if they haven't received experience for a kill in the last 20 minutes? It forces people to actively play instead of being alt-tabbed with a sound alarm for spawns.

The price of powerlevelling would go up significantly.. Especially if 'getting booted' meant a scripted one-way port to Toxx Forest or something. hehe.
