As a 51 Cleric, I am finally attempting to complete the epic quest. I have done the camp recently with no success, but when I attempted the camp on 11/6/12 from 12:00-4:30 PM EST the two other spawns that are supposed to pop next to the PH were just not there.
There are supposed to be three deepwaters at the top of the tower with Deep floating above.
I have included the screenshot to highlight what I saw during my time camping for Bergurgle's crown.
