Default Mob's resist awesome.. or not?

Recently ive been doing with a Shaman, and ive been starting to notice a bad streak of resisting going on here, On live and other servers when I would play my shaman I hardly would get resisted even red cons!! but here if its white or yellow your getting resisted 70% of the time, red cons? forget about it. I am just curious as to what's going on with this? Did P99 fix magic resisting or is it broken? Keep in mind, its not just the shaman class either I have noticed this with

If a mob is high enough it will resist 100% of the time (like if you're level 1, you can never land a spell on a level 8 mob, for example). Apart from that resists are fine, the RNG is streaky, just like Live. If you're used to other emu servers (not saying you are), then it will seem harder to land spells here.

I disagree that resists are fine. They nerf they did awhile ago was horrible and ruined wizards. Mobs definitely resist more on p99 than on live.
