Default Failed Crypt Raider

Can anyone confirm that the failed crypt raider is dropping the illegible scroll since the last few patches? From all accounts I've heard it used to be a fairly regular drop on p99, but I've killed him 13 times while camping him well over 40 hours now and have only seen the coin drop.

My drops so far, out of 13 kills:
  • Ancient Coin 13/13
  • Fine Steel Morning Star 10/13
  • Spear of Mortification 2/13
  • Illegible Scroll 0/13
  • Tattered Note 0/13
  • Kylong Hunting Knife 0/13

True classic info is virtually nonexistent, except to say that the Lord Of Pain's Khukri clearly existed in our era of classic (given, since there are many on P99 already)... and as far as I can tell may no longer be obtainable on P99. My only guess is it might have inadvertently been broken in the patch on 9/10/11:

Updated with everything I could muster on 11/9/11:

Links for Failed Crypt Raider:
Magelo: http://eq.magelo.com/npc/411867 (seems to jive with other accounts I found)
MQEmu: http://mqemulator.net/npc.php?id=88091 (does not line up with other accounts, but included for reference/thoroughness...)

Evidence that by 2004 he was dropping Ancient Coin, Illegible Scroll and Tattered Note all at once (matches the current magelo info from live linked above):

Evidence that this is, at the minimum, rarer than it should be, from the Test of the Lord page on Alla:

Quote from somebody's narrative quest writeup, implying drop on first kill:

Nothing anywhere ever specifically mentions anything about a kill of the Failed Crypt Raider where the illegible scroll did not drop. I see posts from people complaining that they didn't see him for lengths of time <10 hours. No posts from anyone saying they killed multiple times without drop, or that it took them 20+, 30+ or 40+ hours.
