Spells: Effect on gnomish fireworks not working properly

I remember being able to use Gnomish Fireworks to pull, however that doesn't seem to work on p99. Using them with a target simply gives you the "your spell did not take hold" message. They never did damage, but they did cause mobs to agro if shot with one.
