Quest Issue: Druid Epic - High Elf Faction

I hailed Farios Elianos, the High Elf in South Felwithe under Keepers of the Art faction and did not get a response from him. Wiki says min requirement is amiable but my faction at the time was kindly considered. I did the batwings quest to raise faction. My current consider is warmly, two levels higher then amiable, and he still does not respond to hails. I am not invised, hiding, wolf form, ect.

--After further research, Tarker Blazetoss, of the same faction, does respond to my hails in regards to his Black Wolf Skin Quest. Even though that quest doesn't appear to have a faction minimum, it does mean other npcs in that zone are working still, possibly isolating the issue to Farios.

The Farios Elianos handin requires amiable as expected. He doesn't have a hail response currently. Is there supposed to be one?

Farios Elianos gives you a "Grocery List" to give to Merchant Nora.

Merchant Nora says 'You hardly look like the type of errand runner Farios usually sends out to fetch his groceries but here they are. I hope he chokes on them. Oh, and tell him he still owes me five gold for his last order!

Merchant Nora gives you a "Bag of Provisions" to take to Farios Elianos.

Take the bag of Provisions back to Farios Elianos and give it to him.

Farios Elianos says 'Ah, good. Here's a few copper and a receipt for services rendered. Now be off, I'm sure citizens across the land are in dire need of broken pots at right this moment.

Farios Elianos gives you a "Receipt" to take to Alrik Farsight.

After another hour or so of research and much less paranoia I turned the item in and got the grocery list. Everything works fine. This might help explain some things : "The wording for Farios can be taken as a bit confusing (IMO - particularly sentence formation & the use of the word "respond"). Misleading many to believe that he will "respond" to a Hail when you have achieved the appropriate faction level for the hand in - which is not the case. The ONLY "response" you need from him is for him to take your pot and give you back your list -- no dialogue on your part is necessary.
