Haste/slow and special attacks

TLDR of thread through 5 posts: worn haste does not seem to be affecting the cooldown of my flying kick.


So how does this work?

My 34 monk seems to have a 9-second cooldown on flying kick, regardless of whether I have my RBG equipped or not. I haven't paid close attention to when I have spell haste (instead of just worn haste), but when I was just slowed by a goblin a minute ago I'm QUITE sure that flying kick was taking much longer than 9 seconds to come off cooldown.
