Spells: Ring of Flight (Levitating)

I summon a Ring of Flight and it doesn't levitate me... if I zone sometimes it shows it and begins to work but other times not. I know I'm doing it right, I've tried equipping and also clicking from inventory (not in bag.) It comes up with the message "You feel bogus as an unknown spell accosts you."
