I don't remember a link to a database, even on the beta forums. It was GM access only.

From that silversandbox guide you can find a link to archives of allakazam and illias bestiary which has the information you need.
The only thing I don't like about that guide is that the spell list does not tell you where to buy the spells. If you go to the library and find the "Ultimate classic EQ resource thread" on of the links (crys.org or something) has a spell list that tells you where to obtain certain spells. But for the most part, everything you need can be found from the previously linked guide.
