Low HP agro requires the player at low health to not get hit. Typically that is accomplished by kiting. In this case, they are just parking the player at low health(see Badger at 18% in 2nd screen) at a spot where the mobs cannot path to him. The mobs probably can't get onto the upper platform so they just twitch back and forth at the bottom of the ladder and never attack. That platform blocks LoS as well, so that explains why nothing casts.
This has nothing to do with AoE spells and nothing to do with agro. It is 100% just exploiting a deficiency in the pathing code for the zone in order to circumvent game mechanics / encounter design.

You do not have to explain to me how low hp kiting works, This however as you said is different. The person with low hp obviously cannot be hit due to pathing bugs it appears.

You cant seriously think level 60's are getting any exp off these mobs, let alone plat. Although there IS plat to be made by looting the various gems, stackable runes, and goblin forged armor(and the occasional EoE, Idol, Stone of Morid, Gauntlets etc). You would require a porter bound there with 8 10 slot WR bags, literally porting to vendor and banking every few minutes.
The 'real money' to be made here is chardok faction and green goblin skins. You can obtain chardok faction by currently killing
droga goblins. Once Velious goes live and you can use the goblin skins for even more faction thats when they become worth good plat. Which is why I am always glad to see when someone vendors 70-100 skins to a single vendor, Just stack them up on a banker and wait.
