NPC Spawn Issue: Guard Gregor Missing

Unsure if this was intentional, but https://wiki.project1999.com/Guard_Gregor no longer spawns in West Karana (atleast on green) and I couldn't find anything on it in the path notes.

Have been killing Misty Storyswapper for a few hours and used to seeing him out here

Is there any in-era evidence for Guard Gregor existing?

He doesn't appear in either of the ShowEQ dumps.

It looks like he's involved with a Qeynos weapon quest for evil-aligned rogues. EQTraders has a walkthrough.

The Qeynos armor/weapon quests were added in ~June 2002.
