It was BARTH as at the time of airing, saying "BARF" would be a little on the borderline, and it would be considered more funny to have something that sounds like BARF instead of today where it would be

Positive reinforcement tends to produce better results = you keep certain health markers, we give you tax rebates or cheaper health insurance

Remember that Married with children was considered borderline when it debuted. A prime time slot was supposed to be safe enough for the entire family.

Back in the late 80s early 90s, you could get away with the implied meaning, like, " I don't give a fish " that sort of thing.
