I dunno anything about that other than yea if I was filthy rich I would immediately move it to off-shore accounts to not have the gov’t try to use it as the main source of their funding

What does one have to do to make china write you a check for 13 mil?

I just know it’s a rule: if you have a lot of money, the government will try to take it. So you need to move it to where they can’t get it
