Can Breezeboot's Frigid Gnasher be MQ'd?

I've been getting tons of different answers asking people about this in game and on twitch chats so figured I'd take it to the forums.

Can it be MQ'd? I have the plank and the piece from CS and was just curious if it could be mq'd. I wanted it for my bard but it's not bard usable.

There is no piece in SG for the quest. Make sure you are doing the hand-in correctly.

I mqed it to myself. Rogue was lvl 40.
