Every quest has the dialog in say when you complete it, single or multiple item turn ins. It has nothing to do with it being MQable. The only NPC dialog that's not in say is when you use a merchant.

Merchants use say when you initially click on them. And no, not every quest has text for individual turn ins. Having text from a single turn in of a multi item quest hand-in is certainly not the norm for the vast majority of quests, even MQable ones. There are many MQable quests where the NPCs say nothing at all until the final hand in is complete. So the mechanic was present to the point that Devs really started crafting more and more quests that featured completion text lines after a single turn in and surprise surprise, as most quests are MQable as we moved on from the original classic EQ. Kunark epic and VP quests were first major quests you could multi quest and most “long” quests in the following expansions followed same model.
