Madame Serena Quest Tribunal response not working

She responds correctly to everything, but doesn't seem to recognize The Tribunal.

So she replies to "I follow tribunal."
But not "I follow the Tribunal."

Fixed, pending update
-simplified matching of madame serena's dialogue -added some missing phrases regarding fortune telling -added missing faction requirements for 'Incandescent Mask' rune, and dialogue. | ||
