NPC Spawn Issue: Chance for named spawns in Kaesora off?

So I came to camp a Spectral Shroud this AM and have spent the better part of 4 hrs without seeing a single Spectral Librarian and only one Failed Crypt Raider. I haven't been able to find much to back it up, but tessmage does hint that these guys should be 50/50 chance named/placeholder unless it was less then changed at some point. Are these percentages off (I'm guessing they're either 10% or 25% chance to spawn now).

When I was doing Nostrolos Tambourine quest awhile back, I had a 50's necro buddy trying to get Failed Crypt Raider to spawn in Library. He was also clearing another area for a staff he wanted. It took him almost 2 weeks of logging in and clearing that camp a few times each day before he spawned.

So just the fact that you got the crypt raider in a few hours is better than what he did. Sometimes you just have bad luck with spawns and thats all.
