Rust Longswords are too easy to obtain. One can slaughter a lot of innocent rats and bats with a Rust Longsword. If only there was a law against Rusty Longswords.

Rusty long swords in most zones have a 1 to 5 decayed skeleton waiting period, there's working legislation already in place, and it's quite frankly embarrassing to hear anti-RLS groups tout these items as mass killing devices. And I'll tell you, in the neighborhood I grew up in, there was no such as an "innocent bat". Hundreds of lives lost every month to those godless beasts until we started passing out rusty longswords* to every child who could carry one.
