Flashes of Light glitching about

It seems during stormy weather or in some zones where light alterations are prevalent , I get these flashes across the screen in random areas of texture , its like a flash of light making some of the texture see through for a moment or just white etc. is there any sort of resolve for this? I have reinstalled, made sure the resources and patch is perfect, all the textures are uploaded properly
. this seems to be the only issue i am having, and it is sporadic , It would be cool to fix it though. thanks for taking the time to help.

I don't get that at all... Have you updated your graphic drivers?
