Rod of Insidious Glamour question

Is it only useable by enchanters, or can other classes use it as well?

Only enchanter. The item is "any slot / can equip" with required level of 30 to click.

"Can equip" means you can click it from a top inventory slot iff you are capable of equipping it. Since only enchanters can equip the rod only enchanters can click it.
