Default Class/race Bonus/Penalty
I was looking at the wiki and it's hard to judge. On green are there and race modifiers?
Or are there only the class modifiers?

Yes there are both race and class modifiers currently on the server?

Yes. Class based penalties will end with Velious, racial bonuses/penalties and class bonuses are forever.
