From launch throughout Velious, the crocs in oasis always acted like this. We went out of our way to ensure that same functionality.

This probably changed later on live, but there are various instances of 'scowls, but doesn't aggro' npcs in classic times.

Death beetles in unrest, for example, should scowl, not aggro, but assist normally.

crocs/caimans in oasis should scowl, not aggro, and not assist.

Scarecrows in West Karana scowl but are not aggro (or at least weren't on live). Any green/non-exp should not aggro even if scowling unless you sit nearby. Decaying skeletons always aggro even if you're level 60 independent of sitting - they will attack. But, factions on P99 are screwy, so don't assume anything from live.

Crocs scowled iirc, caimans were non-kos but I am unsure which con. Dubious or indiff I think, looking for ss.

hey since it was mentioned. Decaying skeletons? were always indifferent. Only undead that wasn't kos. Pretty sure this was reported back in 2009 but nothing became of it...

I'm 100% sure of this (if we're assuming anyone who is 100% sure could still be wrong, cuz, I'm 100% sure but I could be wrong since this obv has not yet been changed). I will now spend a minute or two looking for evidence then give up.

basically, uth and nilbog both participated in the discussion of how it's hard to find hard evidence. There are people swearing they're indifferent, and others scowling. It mentions that it may have depended on location. Some say all old world is non kos; others disagree.
