Interesting thing about that. A lot of douchebags, cheaters and griefers who refused to play while I was here came flooding back in / had their bans lifted. Yet the population only remained the same. Draw your own conclusions.

because people who were suspended probably made accounts to screw off with while waiting for suspension to end

if they had perma, they probably would have ditched the server
