Default Was granted an IP Exemption but...

It didn't seem to work, I posted the EQ EMU login account name for myself and my roommate in the petition thread under IP Exemption and I was told I was granted one but later that day when we tried playing simultaneously whoever was not logged on first would still get the IP block message.

We both tried logging in and out of EQ, the EQ EMU website and this website.

I posted in the petition forum that it wasn't working but it was already moved to resolved petitions. Should I make another petition?

They don't exempt your IP address. They exempt your account. So if you use a different account or have 2 friends over. They will not be able to log in. I just got an ip exemption and it worked fine. I gave them the account name I use to log in at server select and my IP address.
If none of that above applies to you. Send in another petition and let them know they made a mistake.
