When and at what level can Rangers get there epic?

Im just wondering when can i get my epic for my ranger and at what level i can start using it. I know the rogues can start at level 1.

unless you are in a guild that kills VS forget it

I was in unrest one day and I saw a 13 Ranger using her epic. I think her name was Fantasia. I went and looked through my old screen shots and found it. I don't know how or when she did it but it seems someone has figured it out. Not much info I know but I have seen low levels with epics and wondered how they managed to do that

They have high level characters. In the ranger's case, her player also belongs to TMO (the only guild who can afford to provide ranger epics to non-mains).

Same ranger as I listed before also had her Wind Saber.
That I have no idea how she got because I thought it was level 46 minimum
to get into Seb and therefore to loot it.
I'll have to post the SS I took when I inspected

As long as you have a key you can get into seb at any level.
