I'd certainly take those sandals. What's with them being size 'large' but only usable by the small races? Some kind of joke to go along with the mob being a hill giant named tiny?

I know they created Timbur the Tiny back on the Sept 12 patch notes. but how do you get this guy to spawn????

No idea on any ph/spawn cycle info, but I've caught him by the druid rings a couple times. Only gotten the sandal from him.

saw somone selling that belt in EC the other day so he is in game

I killed him over the weekend as well and also got the string...I know people who hunted NK for way longer than I have in the past 5 months or so and never even saw him, so my guess is perhaps he's more common now than he was (or he wasn't in the game at all).
