Spells: Wizard spell Harvest

I've asked several other wizards and they do not notice this. But this has been happening since I started playing again 3-5months ago.

The spell icon appears ready, can cast the spell, goes through the entire spell casting then says "spell time has not been met yet"

From my understanding you are not even suppose to be able to click the icon until it's ready. Is this a UI bug? I am just using the standard UI, not custom

Are you putting the spell in the top slot? There's a bug that spells in that spot appear to refresh but are not really ready. Recommend putting harvest in another spot til that's fixed.

Yes I do put it in that slot. Will change it. Thank you for tip. Will respond again if doesn't fix it
