In England, for every new housing estate built they have to set aside a certain portion for "social housing", which I guess you guys call "the projects" or whatever.

It ensures that there's housing for the poor but also ensures that no estate is free of scumbags who want to commit acts of burglary, theft, etc etc.

I guess if you divide up the scumbags of society they don't seem like such a problem.
