If I raise tinkering can I have another tradeskill?

Yeah, you can max all skills if you want, no silly restrictions like in WoW (except for class/race specific skills).

that's probably what the original question was about that voland seems to have dismissed

it; wasnt until luclin that you could have more than 1 trade over 200. i'm not sure if class/race skills applied to that limit (alchemy, tinkering, poison making)

Alchemy, Poisonmaking and Tinkering(class skills) dont count to the 200 max. You can have one of them maxed and a regular tradeskill.
