None of the leadership in the guilds outside of empire are willing to do it or wanting to do it. Also not wanting to merge current guilds to form a larger and stronger force. It's weird seeing Holo tell people to log on and compete considering the Nihi history but being a hypocrite is normal I suppose everyone does it.

I'd like to help with a #2 guild but ya know...
