You're otherwise correct; she won't be punished.

It was an agency policy. She was the head of the agency. Your about as likely to go to jail for breaking agency policy (assuming you haven't committed a serious crime) as you are for breaking a store policy. It's not uncommon to get fired for it, but no one goes to jail.

Clinton is shady I get it. But the reality is few in her class would get into legal trouble for something like this -- they would just have some (temporary) employment problems.

I agree that people are delusional who think she will receive any kind of punishment. Her and Bill have always had enemies which is why during Bills run as POTUS they used the FBI to gather information on all of their enemies for future blackmail. They slithered out of that scandal as well.
