I don't think its based on amount of posts.

I only get the report button to show up in class discussion/bug sub-forums. I assume its based on merit and GMs need to approve your account to be able to submit post reports.

the staff trust me to report on things. they have given me access to report just every single post i see. i reported every single post here infact.
