NPC charms ignore level restrictions

While in TOFS a ghostly scholar was able to use beguile (max charm level 37) on a pet summoned with vocarate air (minimum pet level 41) which was at max level. Given how spells are supposed to work this should have been impossible.

Most likely classic, I recall green cons charming me on live. NPCs could undead necro charm on players and Wuoshi (a druid) could charm players with her animal charm.
