Incorrect H2H skill cap for INT casters

It appears INT casters are currently able to surpass their intended Hand-to-Hand skill cap. Archived sources indicate the skill should cap at 75 for these classes, but I was able to level it to 120.

-Skill table for all classes
-Necro-specific skill caps (Luclin-era, but corroborates above)
