That would be really funny. I don't see the benefit of doing this though, since that is more work than actually autoattacking. Especially with haste, rogues put out a lot of messages. You'd need to press the macros quite often. Maybe the guy just really wants to pretend to be at the top of the DPS list every time? I am curious if they are number 1 in the parses, at least among other rogues.
It would be easy to check this, as the rogue in question wouldn't be doing their attack animations if they had autoattack turned off.

No. A player cannot tell the server to hide their miss messages for all other players in any normal situation. Chat filters are always local to your machine. They would need to be actively hacking the server somehow to do that, which is unlikely. It would be more probable that a bug in the server code is somehow not sending down this players messages, but that is still unlikely.
