I think the best way to handle this is create a second server that Admins can "banish" people to that have broken/violated the rules with regards to hacking/cheating.

This second server could be "the bastard" server where there is no support for anything. Petitions are not answered. Mobs bugged? Wait for server restart etc...Want to use SEQ/MQ? Go ahead everyone else does too. Want to train/KS or whatever other douchery that you can dishout? Be our guest!

While this may seem impossible it does solve alot of issues and is a win/win for all parties involved. Cheaters/hackers have their own play ground and because everyone else there are also cheaters/hackers it creates a somewhat level playing field. And instead of characters being banned (which most cheaters/hackers just reroll) they are instead banished to "the bastard" server. Not all cheaters/hackers like to reroll and if given the options they would probably play their character on another server anyways. Players that are legitimately playing EQ also can take comfort knowing that while not everyone can/will be caught immediately there is a process that resolves handles cheating/hacking.

or the people full of jackassery who want to cheat can take their happy asses right on over to a server where that crap is allowed and p99 doesn't have to spend donations on a second server....

i think ezserver allows the use of mq but not seq.

cheaters and cheating makes me pretty angry.

The fact is that not everyone plays on just p1999. And with only allowing 1 character at a time some people play on other servers as well. Even unloading MQ on p1999 still has it running as a process while playing on EZ,PEQ or THF.

I respect what p1999 has done and regret using MQ while on p1999. It takes away from all the hardwork folks have done. I get that and i encourage everyone to follow suit and respect p1999 as well.

As i stated before my suggestion is just a thought. It also does not require alot of resources to run a second server if you virtualize with provisioning. Of course i do not know how the server/network infrastructure is arranged on p1999.
