These forums, it seems, are a vehicle for all the petulant children of P99 to beat their chests because they get pissed off when something they don't like happens and feel super entitled regardless of the fact that this is a free server with unpaid volunteers.

To address the original point, and what Rainbowdash said in reply, there's a sticky right there that says to shut the fuck up about GM decisions. If RnF doesn't at least get moderated to enforce this, it'll trickle into Server chat, and then new players are dunked headfirst into bullshit. And who wants to be dunked into bullshit?
