Default Redownloading problems D:

so i just re downloaded Everquest +the patcher to my computer but im having some problems
the patcher keeps saying it cannot reach eqemulator.com
the patcher also isn't letting me down load the newer version of it saying "to run this application you must download one of the following versions of the .NET framework: v.4.0.30319
contact your application publisher for instructions about obtaining the appropriate version of the .NET framework."
