This is how I typically observed Mistmoore back in the day-

Now imagine now when you have close to 50 people in the zone, 3 pond groups, something like 4 guys soloing, and someone powerleveling. You might as well just turn the map into a modern artists interpretation on paint blobs.

So yeah- calling most stuff in Mistmoore doesn't entitle you to a whole section of the zone, it just doesn't work with the population.
