Again, there are bad people in all professions of life. Blaming all for a few is so stupid. The reason they require money is because funding a police department isn't fucking free. Training, equipment, a building, that shit doesn't fall from the sky. Also if you pay out your ass for speeding, you aren't going to do it again are you?
