Enchant clay spell?

The wiki said it was sold in Neriak, yet I don't see it on the merchant. I used the search function and it was posted about, but I didn't see any clear cut answer. I still have my ruins of kunark prima guide, and it isn't listed in there either. Was the spell a Luc. or Vel era spell?
