I think you'd be hard pressed to find any coaches who would disagree with the part of the text you bolded. 1/10 of a second is huge in most professional sports.
Do you think the only difference between Tebow and Orton is their respective throwing motions? Tebow brought a lot to the table that Orton didn't. If I had to pick a player in the NFL who would have to be good at ANY position, Tebow would be damn near the top of the list. However, quarterback is a very specialized skillset which I (and many NFL people) think Tebow lacks. When he stepped in for Orton he was something different that teams weren't used to, but other teams soon found ways to gameplan for him to make him ineffective. His slow release makes it hard to compete passes in windows, so as a result his throws were all out routes/comeback routes/deep bombs v. single coverage. His accuracy wasnt great either, so he had a low completion % but few interceptions due to the selection of throws he made / routes that were run.
