You need to stop with the "just follow the rules" argument. Even the person who implemented them has stated they didn't work.
In your mind to "clean up the box" that means getting rid of people you don't like by whatever means necessary, in just fashion or not. That is the very specific issue I have with your methodology. Tune is a pain in your ass, not because he cheats, not because he is exploiting or hacking, but simply because he spends a lot of time online and actively hunts down people in your guild. He makes life difficult for newer players and fresh level 52+ characters. Hiding behind some vague PNP rule that has already been confirmed not working by the staff is just a way for you to veil your ultimate goal, getting rid of the competition. It's pathetic, transparent and obvious to anyone with half a brain.
The amusing thing is many members of RD/Azrael do the exact same thing, just less effectively. I've watched it with my own two eyes as my brother levels up his monk.

Tune has never killed me. I'm not hiding behind anything. I have watched you try to reduce Tune's crimes to accidentally auto attacking one individual which makes your case look worse than it already is. Tune did it to several players the same night right in front of GMs after it was clear these rules were instated and would be enforced. It was a clear power struggle between Tune and the GMs and he lost. There have also been other suspensions throughout his time on the box, which you always leave out of the argument even though it is more relevant than 99% of what you post.
After all that Tune takes this opportunity away from the game to come on the forums and declare war on the GMs through forumquesting.
