Guild leadership enforced behavior and Pvp rules

Why has this server never been able to establish anything like this?

Currently, certain players only abide by PnP in fear of CSR and stretch the rules to their utmost with the intention of grief. When I played Pvp on live back in the day we of course had CSR enforced rules but the guild policies for conduct were even more strict.

Are Nihi and Azrael leadership so incapable of promoting healthy Pvp through diplomacy because of things people have done in the past?

It seems to me everyone would benefit from some gentlemens rules. Not the current environment where you have to play like a douchebag because the other guy does it to you.

New to the end game here I pledge not to be a douchebag if it is in my power to avoid in the hopes I won't force others to act in kind.
