A Question about the Single Account per IP rule

Not sure if this is the right place for this question, so sorry if I am mistaken. basically me and a few friends are thinking of starting up characters on this server. Two of my friend live in the same apartment so I understand they would need to make a petition to be able to play on the same ip but my real question is is it basically one account per ip? What I mean is if we wanted to take breaks from playing our own characters would we be allowed to play each others? Like if I play a cleric but get tired of being the healbot could I take over my friends Monk character for a while and then eventually switch back? Was just curious thanks in advance!
