Mouse display

Everytime no matter if i relog or redtart/shutdown my conputer when I put the mouse over a spell or an item the name no longer is displayed. Such as I inspect someone and still cannot see what any of their items are. The only way i am able to see my own spell names is to hold down alt.

Any help is appreciated very much
