It's really simple - as soon as you enter Class C, you will no longer get VP keys/Trak's teeth because BDA/Taken have no shot at FFA Trakanons vs Rampage.
Which means anyone who doesn't have a key going into Class C isn't going to get one, which would probably make those people quit and join a Class R guild, as well as prevent future applicants. The guilds would slowly die - the playerbase of Taken and BDA has a faction of hardcore people, but it's not the vast majority like Rampage/Forsaken. That's why those guilds will never go Class C, but this has already been explained to you.
